Reference genome in VCF format (gVCF)

Hi all,

I want to know if its possible to generate a VCF file rather a gVCF file for a reference genome fasta file? I am trying some indexing, sorting and searching methods and wanted a reference file in VCF format.

VCF is a variant format, its job is to tell you what is different from the reference. A VCF of the reference would just be blank.
