Is there any way to convert a list of MeSH IDs for diseases to ICD-9 or ICD-10 codes, like some conversion tool or database?

Short answer: Yes

Check Metathesaurus:

Here is an old paper that propose approaches to do the opposite of your requirement:

You can use the cross references in Disease Ontology (disease-ontology.org/). For instance, for "Cornelia de Lange syndrome" (DOID:11725), the relevant xrefs are ICD10CM:Q87.1 and MSH:D003635.

Based on their publication (http://nar.oxfordjournals.org/content/40/D1/D940.full.pdf), they use UMLS MRCONSO.RRF file for linking the identifiers.
