I've just found this question. There is a new library available that wraps the htslib bindings to Tabix as part of the Bio::DB::HTS Perl library (a library I've been involved in setting up with colleagues and collaborators). This is meant as a replacement to Bio::DB::Sam and provide Perl bindings to functions found in htslib.
