I am looking for lists/databases of known (primarily homo-sapien) regulatory SNPs ("causal SNPs")
One resource that I have already found that used to (now inactive) accomplish exactly this: http://oreganno.org/ "The Open REGulatory ANNOtation database (ORegAnno) is an open database for the curation of known regulatory elements from scientific literature."
Please point me to any other sources including any recent papers with such curated lists

What definition of regulatory are you using? If you wanted, you could look up "GWAS catalog" to find SNPs with downstream consequences or compile across eQTL studies.
Alternately, if you want SNPs in regulatory regions, you could intersect a modified vcf file with the bed genome annotations for regulatory regions.
I am looking for SNPs that have been experimentally verified to be causal.
