Needed appropriate journal to submit my paper

I have prepared an article and I am seeking to find an appropriate journal to submit.

My paper is about predicting miRNA-mRNA interactions using well-known existed methods in specific cancer. Then, I analyze the top predicted interactions in different aspects to find most probable interactions. So, in my paper, I do not present a new method and just analyze data. In addition, it is just theoretical, not experimental.

Do you know any journal, indexed by Thomson Reuters (ISI), free of charge as well as fast in review process to submit?

I appreciate if you could help me.

You can try submitting some text from your article to Jane (Journal Author Name Estimator) to identify journals appropriate to the content.

Speed of review is difficult to control or estimate in advance but the PLoS journals and PeerJ are examples which claim to aim for quick turnaround.

"Free of charge" - I do not know of any journal that publishes for free.

Neat service, I didn't know about that. Biorxiv is free but not usually an endpoint, so I'm not sure that is what OP is looking for.

Finding a journal that is free of charge to publish in will be near impossible (unless you are from a developing country, in which case many journals will waive the fee). PeerJ would seem a good choice to me. I have very good experience with them: indexed by Thomson Reuters and PubMed, faster peer review than most journals, nice layout in my opinion, open access, and far cheaper than most journals.

I assume you are referencing papers with somewhat similar topics. You can look at where they were published to see if any would be appropriate for your paper. Also, if you are working in a lab, or with an advisor, then they should be the ones paying for the publication, not you personally.
