Based on the exchange in the thread below it looks like what you need is the pre-compiled executables (and not the source code).
You can find the "main files" (programs that you run, blastn etc) in the compiled bundles: ftp://ftp.ncbi.nih.gov/blast/executables/release/LATEST/
Be sure to download the archive/executable that matches your OS.
The source code provided by NCBI is for command line application. I am developing web based application and I want another source code if it is available because I think I can't use the one provided by NCBI.
Why don't you write your own code then?
If you are developing a web based application you are ultimately going to run some program somewhere so why would the NCBI provided executables not work?
