In short, you cannot install linux binaries on windows, maybe you have heard news that Windows 10 will support native Linux binaries https://insights.ubuntu.com/2016/03/30/ubuntu-on-windows-the-ubuntu-userspace-for-windows-developers/ but this has to be considered highly experimental, no open source project will be able to support this setting.
It is not necessary to rely on windows support for linux binaries of clustal because there are windows binaries here http://www.clustal.org/download/current/ marked -win. If you have problems with downloading, then you should check you internet connection, for me they work fine.

According to multiple news and blog posts (for example this one, linux on win10 actually works. Just download the linux binary. It will run if it runs on Ubuntu and does not require GUI. Developers don't need to do anything special for Win10. That said, if OP just wants to use clustalw, using the windows binary is probably the better choice.
The point is it might or might not work. If it does, fine, if it doesn't, then there will be very little support you can get from the authors of clustalw, because the feature is experimental. I imagine that Ubuntu applications might work better than some compiled ELF binary. It is just to try out, but they mention the correct steps to take in the post you link. First requirement is to have a running bash up.
