Identifiying only genes, which are differntially expressed

(It's is my first semester having Bioinformatics, without really having sufficient background knowledge about Biochemistry, so to the experts please excuse my questions:)

Can someone explain me these sentences:

"After combining the genes from all 10 treatments with high signal values that were altered by at least twofold compared to controls, the genes were further sorted to identify those with differential expression found in at least 9 of the 10 treatment samples. Twenty-one genes that were found to meet these criteria are displayed as a heat map (Fig. 2A) and are listed in Table 2 along with their fold change relative to the control samples." I get way more then 21 (1519 genes) as you can see on my screenshot :
