Where to download the cancer whole genome sequences (Without any restrictions) ?

Its going to difficult to find such data. Most of the raw sequencing data from studies like TCGA and TARGET is protected and required the PI to obtain authorization from NIH. One you have that its pretty simple you can get the BAM/fastq files from GDC(https://gdc-portal.nci.nih.gov/).
CCLE data is freely accessible(its for cell lines though), I'm not sure if they have WGS. The raw sequencing data was on cghub, I'm not sure where it moved since the site was closed down.
I just received a reply from GDC help desk that CCLE data will be added to their archive this month. You can sign up for their mailing list to get updates (https://gdc.cancer.gov/contact-us)
