Why does the tool need to be non-online? Do you have hundreds of sequences to translate?

EMBOSS transeq is an on- or off-line option.

BLASTX will only align DNA to protein. If you need to translate sequences, there are command line tools to do so, as well as modules for different programming languages, such as Biopython. Are your sequences in frame?
