Is non coding region of one gene can be the region of other gene?

yes, http://en.wikipedia.org/wiki/Alternative_splicing
It could also be the 3'-UTR of one gene encodes either a UTR or protein-coding exon of another gene, on the same strand or on the opposite. What I find to be the most interesting examples are alternatively spliced mRNAs of the same gene where the UTR of one mRNA is a protein-coding segment of another mRNA for that same gene.
