Are you looking for germline variants that confer increased risk of cervical cancer?
Yes, that is correct

COSMIC's Cancer Gene Census also lists germline variants and the cancer to which they increase susceptibility (among all of the somatic mutations that COSMIC primarily catalogues): https://cancer.sanger.ac.uk/census
I saw a few publications mentioning specific databases, too, but the first that I tried (This) was out of action.
Try the Open Targets Platform. It's not a germline mutation database, but it does integrate and score germline variants (including mutations) as well as other types of data to associate diseases e.g. cervical carcinoma with targets (aka genes/proteins).
The current version shows germline variants from GWAS, PheWAS and UniProt available for the identification of 113 targets associated with cervical carcinoma. You can also get the Open Targets Platform data programmatically, if that's your thing.
