Do the gene sets of parent terms contains the gene sets of child terms in go ontology?

What's the relationship of the gene set of the parent terms and the child term? For example, in the CC, term GO:0005737 is cytoplasm, and term GO: 0005739 is mitochondria. Do the genes of cytoplasm contains the genes of mitochondria? Is there any tools to let me get all genes in nuclear or cytoplasm?

The Gene Ontology is a directed graph so terms inherit from all their children. For example, cytoplasm would inherit not just from "mitochondrion" but also from all other terms under "intracellular membrane-bounded organelle".
To get genes annotated with a GO term, you can use the go-perl modules or the R Bioconductor package topGO.
