If the idea is to publish fast, then why not also consider that the manuscript is the application of bioinformatics to address a particular biological topic? In this manner, you can seek to publish in a journal whose focus is that biological topic but which is also interested in genomics and bioinformatics.
IF and speed to publish should not be the only considerations. What about visibility? Many low IF journals are not picked up by PubMed, the preferred search portal. Few will see your paper then, and so it merely becomes a line on a CV or biosketch.

I took 45 papers for which I am co-author, published between 2007-2011, inclusive and for which I have dates of submission (S) to journal and date of publication (P). Number of days from S to P range from 57 to 553, avg= 194 days. Avg impact factor (IF) for papers taking 194 or fewer days from S to P is 5.4, for those taking more than 194 d the avg IF is 4.7.
Why are you asking this question? I don't understand why you would be interested in low IF journals. Also, there is no way to quantify review time, since most journals use the "reject with resubmission" trick to downwardly bias the time in review. If you want to publish fast, with a wide audience and good IF, PLoS ONE is the way forward!
It would be great if someone could provide some sort of average review time data depending on the journal; probably it is directly proportional to the impact factor, but this is just a guess
That's some cool data. I'd love to see a x,y plot of days vs impact factor to see if it is just a blob or some patterns stand out.
No, it is not. There may be some rough correlations, but not so strong.
I agree with Casey. My data are from time of initial submission to publication and are for our papers in a very very narrow slice of research field to a select number of journals. My point is there is little correlation between IF and time between submission and publication. Why low IF? One can only wonder...
I think the reasons are; a) one needs to publish as soon as possible in order to apply for a grant, b) for the grant score, the more publications the better, although low IF, c) it is better many low IF publications than no publication at all, d) the need to submit NOW
