What is the smallest single database I can download to enable mapping Gene (or non-gene locus) from a SNP ie rs1205 > CRP

What are the various databases you've tried? Why do you need the database to be small? In addition to rs ID and HGNC Gene Symbol, what other attributes do you need in this database?

I went to ensembl and created a custom dataset ( http://asia.ensembl.org/biomart/martview/9d8ca4c64bc4919e3547c0f19353ac38 )

You could also download dbSNP's latest version and use bash commands or a C library such as bcftools
