I don't think that anyone can give you a hard number here for all transcription factors (TFs) because few people, if any, study all TFs. I remember hearing/reading that some prokaryotic TFs regulate hundreds of genes. There are eukaryotic TFs that regulate ribosome synthesis, rRNA methylation and RNA Pol III, which is again at least hundreds of genes. Don't know if there are any that regulate thousands of genes, but wouldn't surprise me if there are.
General transcription factors (sigma factors in prokaryotes, TFIIx and TFIIIx in eukaryotes) regulate many transcripts.
