After you unzip the file there is a README file in the top directory but it does not give enough information to compile successfully.

Instead read the file "src/product/README.building.source" which should guide you a lot better.

They have a separate mailing list for help with installation of mirrors and setup of your own browsers too. Might also search there for specific issues you might face: https://lists.soe.ucsc.edu/mailman/listinfo/genome-mirror
