Is it possible to get the entire bibliography of a single paper through pubmed using eutils?. If not what are the alternatives? Thanks!

If it's in PubMed Central, yes (usually) - citations are in the XML. If not, no. After all, if citation data were freely-available, how would Thomson Reuters make money? ;)

if the article is open-access on can download it automacally from its doi (http://dx.doi.org/) and then and use Extracto to "automagically" pull references out of your PDFs: http://labs.crossref.org/styled-6/pdf_extract.html

Using Pmid can acquire the xml of this paper easily, you can extract the bibliography information from this xml
