It feels like you are asking what is the fanciest potato peeler to use, even though any peeler would do the job. The image you have shown is fairly small, but it seems that most of your figure is plain text. This kind of figure can be done literally in any word processor, plus PowerPoint, Photoshop, Illustrator, CorelDraw, Inkscape, Paint, and probably bunch of other free programs and online tools. And yes, I am sure it can be done in R
, but I don't see why one would want to go that way.
How to make that picture? Looks like typing, so try MS Word, or LibreOffice. LaTeX if you want to spend a lot of time and effort making it perfect.

why not use a tool that is designed for these things?
and it's not because I'm not particularly strong in R but that would never be my first choice for this, I would rather go for InkScape, Photoshop, or even MS powerpoint (in short: some image creation/modification software thus )
I cannot see the picture but if you want to do this in R then use the package diagrammeR. Here is a short tutorial to get you started.

I embedded the image now, anyway Aynur I am almost certain that this is not any fancy R package but good old PowerPoint.
Indeed. This would be quick work in Illustrator as well, if you'd like to get a little fancier.
