I was trying to download data from GISAID. Everything works out except only one type of data, which is like 696 MB. When I download it, a network error occurs. And later on, when I click "resume", it appears to have been downloaded. In fact, it is not, because the size of it is 0 bytes. I have tried many times today and it continued to be like this. Have you ever encountered something like this during data downloading? Can anyone please clarify a bit about this?

You should write their support, this is nothing one seem to can help with from remote, especially given the vague error description.

You may never truly be able to download it - see here: Petition to demand that the Federal German Government release all genomic data on SARS-COV-2

Or, it could be that you will now be able to do it [download] due to the fact that many of the core GISAID users have already published in Science using GISAID data

Look at the discussion in the link Kevin provided. You may be able to get data if your registration has been approved but in my opinion your work won't meet the open science standard because the data will not be accessible to anyone to reproduce or evaluate your analysis (just mentioning it in case you care about open science).

You can try. The data is not truly open access... it is only open to whomever the organisers permit that it is open access.

any update to this question?

Not really. People are now encouraged to deposit data in the COVID-19 data portal.
