Last year we have undertaken a full internationalization effort where the entire interface can be translated via a translation file.
Once that is completed then to deploy in another language only a single "dictionary file" will need to be provided. Of course the devil is always in the details and the full translation has proved to be a little more challenging: sometimes the word order needs to be changed and at other times the error messages also need to be factored out into templates.
But we are making good progress and I am hoping to finalize this process in the first quarter of this year.
At the same time the foreign language versions will need to be deployed separately and not mixed across languages.

The software driving biostar seems to support unicode well. If the question is whether or not we should allow questions posed in chinese or any other language than english on the same site, I'd be very concerned. In my opinion, content should not be mixed in one site (yet), but rather be in separate language specific sub sites or on different sites. I think the biostar software can easily be installed as a separate instance.
I think I saw a post about a chinese (mandarin) version of Biostar already, but I cannot find it any more.
