deanna.church gives an answer in [A: Is human chr17 special in any way that we have the beginning and end sequences for it?]: error in GRCh37 that will be fixed in GRCh38

Issues Reported on the Human Genome: Chromosome 17. A useful resource in general, for all chromosomes.

Note issue HG-1049: Chromosome 17 sequence does not extend into p telomeric repeat. As to why - difficult to say. The human genome remains unfinished, since some regions are simply difficult to sequence and assemble; perhaps this is one such case.

Possibly due to this !!!!: Short telomeres on human chromosome 17p (http://www.nature.com/ng/journal/v18/n1/abs/ng0198-76.html); Human chromosomes with shorter telomeres and large heterochromatin regions have a higher frequency of acquired somatic cell aneuploidy. (http://www.ncbi.nlm.nih.gov/pubmed/15336914); Telomere Length on Chromosome 17q Shortens More than Global Telomere Length in the Development of Breast Cancer(http://www.ncbi.nlm.nih.gov/pmc/articles/PMC1854852/)!
