Does one has to be the original submitter of the genome to update a genome's annotation?

This is more related to microbial genomes, while there are some organism specific databases, for some organisms a lot of them base their annotation heavily on ncbi. Also there are genomes that are not well annotated and someone working on it can get more reliable info and contribute this back to the community. I would like to know if i can post back updated annotation that is reliable even though i'm not the original author of a given genome.

Now, i can create yet another website with the updates but that is not really optimal for the community.

Can you be more specific about what you mean by 'genome annotation'? For species like human there are many initiatives for annotating the genome in various contexts. Even within NCBI, there are many projects related to some kind of annotation. Each will have a difference mechanism for incorporating updates/fixes.

You can submit Third Party Annotation ( http://www.ncbi.nlm.nih.gov/genbank/tpa ) via Sequin and BankIt
