It is probably a really basic question. I have read here and there about this "Rate of Rearrangements" of a genome, but I cannot grasp the meaning of this expression. It is supposed to be the ratio between two quantities, but I cannot figure out which ones, and I have not found a definition anywhere. Can anyone give me an idea or a pointer to a source?

Perhaps rate refers to evolution. How many rearrangements through time. Just a thought.
