Partial Codon Or Missing Stop Codon

I detected some CDS regions in bacterial genomes which lack stop codon, and the length of CDS is not a multiple of 3:

I am wondering what does it mean. Is it a sequence annotation error?

I just looked at the first one. It is annotated as a disrupted gene, so possibly disrupted by some in vitro modification.
