Get Rs Number Based On Chromosome and Position in GWAS summary statistics

I have a GWAS summary statistic with chr number and position. is there any way to add the rs id for all the SNPs using ANNOVAR or another tool? I was thinking to use ANNOVAR and I could not a helpful document or tutorial for that.
