Flexibility of protein (ProtParam module from biopython)

Hi, I wanted to ask what does mean flexibility of protein. Does it count as the average of the flexibility of each amino acid? ProtParam module from biopython counts flexibility from each amiono acids, that's why I am asking. Thanks in advance!
