PAM250 and BLOSUM62 probability of substitution matrices

Why H↔R is more probable in PAM250 and W↔F more probable in BLOSUM62.

I want to understand the probability score how they are probable.

See here for a summary of differences between PAM and BLOSUM matrices. A short answer to your question is that these matrix families are based on different sets of alignments, both in terms of length and in terms of evolutionary distance.
