CRISPR cut site annotation of gene feature and consequence

Hi all, I have a csv listing genomic coordinates of CRISPR cut sites, given as a range (chrom start, chrom stop). I want to know how I can annotate:

  1. whether these sites are in a gene or not
  2. if so, what gene feature that cut site is on (exon, intron)

Further, would it be possible to add annotation using information from other databases (e.g. whether a gene is linked to disease, whether KO of a homologous gene in mice has phenotype, whether the gene is expressed in the liver?)

I have downloaded the GFF of all genes from hg38 from Ensembl already.
