How do you predict regions on a protein that are exposed on the cell surface?

Is there a tool that can predict which region of a protein is exposed to the cell surface? For example, if you found an outer membrane protein how can you tell which parts are likely on the outer surface of the cell?

CCTOP does consensus prediction of topology for transmembrane proteins. That includes predicting which parts of protein are in and out.
