What is the exact command to move a gtf folder I downloaded from NCBI that is on my desktop into linux, so that I can open the files in linux?
This is not related to bioinformatics. You just need a linux tutorial.

Are they the same machine? Are you talking about the virtual "Desktop" location or a desktop computer and a separate linux computer?
You need to be a lot clearer. Plus, Google this stuff, it has very little to do with bioinformatics specifically.
Adding to Ram's sensible questions:
Use file manager (named files) to do that. Do not use CLI given unfamiliarity with CLI.
Skip "downloaded to my desktop" step, use your linux to download. Read about
wget
,curl
