Database for exploring genes regulated by a given transcription factor

I am looking for a tool or database for exploring genes regulated by a given transcription factor. I would like to supply a TF and get back a list of any/all genes for which there is evidence that the TF regulates.

I am not sure if something like this or something similar exists, but if anyone has recommendations, they would be greatly appreciated!

You have Transfac ($$$) or Jaspar. There's also BioCyc (mainly Bacteria).

I guess there are some more but these are the ones I recall.
