When normalising to 3NF, can you migrate compound keys and/or foreign keys to other tables? (third normal form)

My database design is now at 3NF. Foreign keys, and in certain circumstances compound keys, are at problem.

Can you transfer compound keys and/or foreign keys to create new tables as long as the properties associated with the compound/foreign keys are not dependent on the primary key?
