How to define TMB-High/TMB-Low and Gene Expression High/Low?

Hi,

I know this questions involves two very different concepts but decided to create one thread instead of two.

I have a data set of RNASeq count 1500 genes (where I applied limma voom pipeline and extracted the Voom$E) and other with TMB of each patient? I would like to convert the voom$E elements of the dataset of each gene to High/Low expressed, should I to histogram of expression of each gene and convert below mean to low and above mean to high (yet this way maybe I am not having the expression of other genes in consideration, don't know if it right)?

Regarding tmb values I would like to also convert them into TMB-High/TMB-Low (the kit detects TMB over targeted sequencing), how would I define this values since I have no normal patients ? So high or low maybe should be in comparison to the other patients and not the general >= 5 mut/MB high?
