Normalisation of PLINK/VCF files?

Variant notations can vary significantly, and although there are numerous tools available to address this issue, such as bcftools +fixref or bcftools norm, there's still a chance that something might be overlooked. Is there a comprehensive tool or pipeline that automates this process to ensure a safe merge of any PLINK files with small variants?
