Is there any tool to understand the function of a set of genes in a specific tissue (e.g. Lung)?

Given a set of genes, you can always perform some functional enrichment analyses (eg. GSEA, Over-representation analysis). Using MSigDB as the gene set reference database provides some biological terms which are specifically related to lung tissues, for example the C6 collection provides some lung specific oncological terms. But this depends on the biological question you are asking. Their website have listed the biological terms corresponding to each collection which is worth a visit.
