I've recently started experiencing significant issues with both the ensembl website and also using tools like biomaRt. Getting a lot of time-out requests and mirrors not working. I'm struggling to find specific information on the site or elsewhere explaining what's happening. Is this the case for other people?

This happens periodically. I don't think they have a public notification system to announce downtimes/problems with the Ensembl ecosystem. You could try emailing the help desk but as I understand they generally have a backlog so by the time you get an answer the issue may already be resolved.
