I have some problems finding promoter and insulator data by cell lines. Can someone give me a link to download the data? thank you.

You can find promoter and insulator data or other gene expression data in the NIAID Data Ecosystem: https://data.niaid.nih.gov/

The interface searches across existing repositories and then points you to where the data is located so you can download it from the source.
